Bring pie crusts to room temperature. Preheat oven to 425° F. Line a baking sheet with parchment paper; set aside.
In a small microwave-safe bowl, melt butter in the microwave. In a separate small bowl, stir together sugar and apple pie spice.
Peel and core apples and cut each into eight even wedges; place in a medium bowl. Add soda and stir. Set aside.
Unroll pie crusts on a work surface. Spread half the melted butter over one side of each round. Sprinkle each with half the sugar mixture.
Cut each round into 6 even strips. Cut strips in half crosswise. Drain the apples and pat dry with paper towels.
Place one apple wedge at the short end of the strip and roll up. Place on baking sheet, seam side down, covered with parchment paper.
Brush rolled up apples with milk and sprinkle with sugar. Bake for 12 to 15 minutes or until golden brown. Cool for 5 minutes.
